According to the direction by Beijing Communist Party Committee and Beijing Municipal Government to develop Zhongguancun Science Park, Beijing Zhongguancun International Mall Development Co., Ltd. was approved by Beijing Municipal Government as a professional shopping mall developer under the leadership of Beijing Municipal Government and Administration Committee of Zhongguancun Science Park. At the end of 2004 the company obtained the land usufruct of the mall site by bidding in the public land market and currently is engaged in Zhongguancun International Mall development.

Zhongguancun International Mall is not only a large-scale multifunctional suburban shopping mall proposed in Commercial Development Plan of Beijing During the “Tenth Five Years”Period, but also is an important commercial facility for Zhongguancun Science Park planned in Commercial Development Plan of Zhongguanxcun Science Park---Haidian Park (2001-2010). Furthermore, based on Overall Planning of Beijing City (2004-2020) approved by State Department in principle, the area where the mall is located is just situated in the planned Haidian science and innovation center, and in the junction of Changping new town in the north of the “western developing belt” and the northwest of the downtown.
